How to get soft smooth dreamy look without Topaz...

Open your image into photoshop.[x]
Make two duplicates of it, name one sharpen and other gaussian blur.[x][x]
Sharpen the first duplicated by going to filter > sharpen > sharpen.[x]
Add gaussian blur to second duplicated layer by going to filter > blur > gaussian blur > 5.0px.[x][x] and lower down fill to 44% [x]
If you want bit of glow too, then duplicate the layer...
